Mr. Smith, from the Committee on the Judiciary, to which was referred the resolution "to inquire whether any, and if any, what, amendments are necessary and proper to be made to the act entitled, 'An Act Relative to the Election of President and Vice President of the United States, and Declaring the Officer Who Shall Act as President, in Case of Vacancies in the Offices Both of President and Vice President, Passed March 1st, 1792,'" made the following report .
